Rebellion strikes the Romulan Empire. Commander Sela and Commander Velal (of the Second Fleet) face the Romulan Senate; the Senate agrees to give Velal control of the military and to give Sela the Praetorship. Of now former Praetor Taris, there is no sign. The woman has disappeared.
The Gorn surrender to the Klingons and are allowed self-rule so long as they swear fealty to the Klingon Empire. Prince Slathis of the Gorn agrees.
As reward for his part in revealing the Undine infiltration, Ja’rod is offered a seat on the High council, but he declines.
Aennik Okeg is re-elected as President of the United Federation of Planets.

In positive news, Starfleet revolutionizes ship building processes to create a more modular system. This allows for easier customization and repair of Starfleet ships. At the same time, the U.S.S. Voyager makes first contact with a new avian species, the Lorians.

The Commander of the Romulan Second Fleet meets with the exiled former Praetor, Sela, and makes an alliance. Together the two intend to unseat Praetor Taris from power. Natima Lang becomes Castellan of Cardassia.
The Klingon-Gorn war continues, with the Nausicaans on the side of the Gorn. Councilor Konjah of the Klingon High Council is revealed to be an Undine infiltrator. This discovery elevates Klingon paranoia to a new high.
Increasing awareness of the Undine threat prompts several members of Starfleet to appeal to the Federation Council. The Council refuses to reconsider its position on the Klingon-Gorn conflict, claiming that the Undine are not a significant threat.

The Federation begins reinforcing outposts and colonies along the Klingon border, although standing orders are not to seek out conflict.
Cardassia and Bajor seem to finally be reaching an understanding, as Cardassia opens an embassy on Bajor.
The Romulan Empire continues to fragment into different political factions as the Senate decides to limit Praetor Taris’ powers even further.
